在各种文件的翻译中，政府文件是最严格的。在翻译过程中，政府文件的翻译不仅要符合英语表达的习惯，还要遵循文件的初衷，这在一定程度上增加了政府文件翻译的难度。由于汉英语言在习惯、句型、词汇等方面存在诸多差异，在翻译过程中必须在原有的基础上进行加减法，并添加和删除文章的词句。如何在不改变原意的情况下使译文更加完美呢？
一、加法原则
1)中文中的大段表达隐含多层逻辑关系，但没有连接词。此时，我们还需要在阅读原文的基础上，澄清其内部逻辑关系，添加必要的连接词或其他添加，使翻译水平清晰、连贯、流畅，避免单调重复。例如：
围绕落实《党政机关严格节约反浪费条例》，发布了中央和国家机关会议费、培训费、差旅费、外宾接待费、临时出国费、短期出国培训管理措施，提高了系统的可操作性和权威性，为建立和完善长期节约反浪费机制奠定了基础。
Focusing on implementing the Regulations on Practicing Thrift and Opposing Waste in Party and Government Bodies, we formulated measures for managing expenditures of the bodies of the CPC Central Committee and the central government on meetings, training, business travel, hospitality for foreign guests, temporary overseas trips, short-term overseas training and other official business purposes, thus making the system more operational and authoritative and providing a foundation for establishing a sound, permanent mechanism.
2)结构建设“三剑客”。结构建设“三剑客”主要是指汉译英时结构建设中常用的三个功能词或形式，即“三剑客”as, with, ing”（as 句子,主句 ing,主句 with/with 主句）。
在实际的文献翻译过程中，三剑客有最终决定权！毫不夸张地说，谁能尽快掌握这三个功能词或形式，谁就能尽快进入汉英翻译的宫殿！例如：
中国是一个主要的农业国家，在中国成为发达国家的道路上发挥着决定性的作用。中国的农业应该是世界的奇迹，支持13亿人口，解决世界五分之一的饮食问题，在保证中国经济的快速发展方面发挥了坚实的作用。
As a major agricultural economy, agriculture holds the key toChina’s ambition to be a developed country/join the developed world. ArguablyChina’s agriculture has worked a world wonder, as it has managed to feed 1.3 billion people, roughly 1/5 of the world’s total. Agriculture has been a solid underpinner/bedrock/groundwork/foreground forChina’s economic boom/transformation.
二、减法原则
1)在政治文献翻译中，如果同一名词或动词短语在中文中反复出现，可以灵活运用英文代词，为翻译“减肥”。例如:
[1]合理区分公共水平，稳步推进民生相关领域制度建设，鼓励社会资本参与民生建设。
We steadily built up systems for improving people’s well-being on the basis of determining how public programs for this purpose are, and encouraged the use of nongovernmental capital in such programs.
[2]发布了政府向社会力量购买服务的指导意见，积极组织政府购买服务。
We have unveiled guidelines for government procurement of public services from nongovernmental sectors and actively organized and carried out this work.
2)同义重复“并译”行的方法可用于政治文献翻译。中文具有前后呼应和重叠信息的特点。它经常用四个字甚至八个字来表达相同的意思。在英语翻译中，必须压缩和减少翻译，提取核心意义，努力简洁流畅。中文还有一个典型的特点，即“双动词现象”。以“调整和优化”为例，这两个词通常属于具体上下文中的同义动词。调整的目的是优化，而优化是一种调整，可以直接用同义翻译。例如：
实现强劲、可持续、平衡的世界经济增长是一个长期而复杂的过程，不可能在一夜之间实现。我们不仅要坚持不懈地推进，而且要照顾不同国家的国情，尊重各国发展道路和发展模式的多样性。
We have a long, hard journey to go before we can keep the world economy strong, sustainable and balanced. That entails/requires not only strong, sustained commitment but also due respect for diversity in national realities, development paths and modes.
以上是政府文件翻译中常用的加减法。在此基础上，翻译可以保证文件的翻译版本更符合英语习惯，保证原意不变。
